A Microenterprise Home Kitchen Operation (MEHKO or MHKO) allows you to legally run a small food business right from your own kitchen at home, and serve your customers right on your premises like a real restaurant!

With a MEHKO, you can cook, sell, and serve fresh meals directly to customers. You do need to make, cook, and serve the food all on the same day. And you can’t serve more than 30 meals a day or 90 meals a week.

MEHKOs give you more flexibility than Cottage Food Operations (CFOs) because you’re allowed to make fresh, made-to-order meals, not just non-perishable items.

This idea became official in 2019 when California passed a law allowing people to run mini-restaurants out of their homes. Riverside County was the first to put this law into action, so you can even advertise your MEHKO on websites and apps to reach more customers.

This setup is perfect for home cooks who want to offer fresh meals from their own kitchens and serve them the same way sit-down style dine-in restaurants do.

These are the main things you need to know about operating a MEHKO in Riverside County:

  • Home-Based Cooking: You can cook meals in your home kitchen and serve them to the public, including hot or cold foods like soups, salads, and full meals.
  • Dine-In or Take-Out Options: Customers can pick up food, dine in a small designated space in your home, or receive delivery.
  • Permit & Inspection Required: You’ll need a MEHKO permit from the Riverside County Health Department, including a home kitchen inspection and food safety training.
  • Production Limits: Food must be made, cooked, and served on the same day.
  • Sales Cap: You’re limited to 30 meals per day or 90 meals per week.
  • No Shipping: MEHKOs generally don’t allow shipping since the permit is for local, home-cooked meals that are freshly made and usually picked up or delivered nearby. The perishable nature of the food isn’t compatible with shipping.

MEHKOs focus on fresh, ready-to-eat items that are made and served on the same day. With a MEHKO permit, you can offer a variety of made-to-order foods, including:

Hot Meals

MEHKOs allow you to serve a variety of hot dishes, such as entrees, soups, and side dishes. You could offer popular, comforting meals like pasta, stir-fries, or casseroles that are cooked fresh and served hot. Other options might include ethnic dishes, seasonal specials, or meal-of-the-day menus, giving you plenty of room to create a unique experience for your customers.

Cold Dishes

You can also prepare chilled, ready-to-eat foods that need refrigeration. This could include salads, sandwiches, cold pasta dishes, charcuterie boards, and wraps. Cold meals are perfect for customers looking for something fresh and light, especially during warmer months. You could even offer pre-packaged “grab-and-go” items for quick pickup.

Non-Alcoholic Beverages

Non-alcoholic drinks like iced teas, lemonades, smoothies, or seasonal drinks can often be included with your meals, depending on local regulations. However, MEHKOs are focused on freshly prepared foods, so selling jarred items like preserves, sauces, or other long-lasting items isn’t permitted under this permit.

For shelf-stable products like jams, jarred sauces, or spice blends, a Cottage Food Operation (CFO) might be a better fit.
